Academician Duan Guangren Establishes IEEE SMC Technical Committee on Fully Actuated System Approach and Elected as Founding Chair

The IEEE Systems, Man, and Cybernetics (SMC) Society recently approved the establishment of the Technical Committee on Fully Actuated System Approach, initiated by Academician Duan Guangren of HIT. Academician Duan Guangren was elected as the founding chair of this technical committee. Professors Gao Huijun, Wu Ligang, Zhang Lixian, Qiu Jianbin, Hou Mingzhe, and Zhou Bin, along with Sun Kangkang, are founding members.

The fully actuated system approach is a novel control theory system proposed in recent years by Academician Duan Guangren. It has already inspired research teams from over 140 universities and institutions in more than 20 countries to publish over 530 papers in this new direction, including nearly 100 papers in IEEE Transactions and over 140 journal papers reporting its applications. This approach has solved a series of problems that traditional state-space methods could not adequately address or failed to resolve. It received the first-ever Special Prize of the Heilongjiang Province Natural Science Award and was selected as one of the “Top 10 Scientific and Technological Advances of Chinese Universities.” Additionally, this theoretical system has been added as one of the 12 technical areas for the 2026 International Federation of Automatic Control (IFAC) World Congress. In just four years, the International Annual Conference on Fully Actuated System Theory and Applications has grown from 150 participants to a large-scale conference.

Over the past half-century, most IEEE technical committees have been established to inherit or carry forward existing research directions and achievements. In contrast, the Technical Committee on Fully Actuated System Approach is groundbreaking, representing a breakthrough from scratch. Nine academicians in the field of control in China, including three former presidents of the Chinese Association of Automation, provided the following appraisal: “The fully actuated system approach is a novel control theory system originally proposed and led by Chinese scholars,” “it has led to groundbreaking developments in the field of control science,” “it is recognized as a particularly significant original breakthrough in control science both domestically and internationally,” and “it will have a profound and far-reaching impact on the discipline of control science and engineering.”

IEEE SMC was established in 1970 with the approval of IEEE and is one of the longest-standing and largest IEEE societies in terms of membership. The society has multiple technical committees covering cutting-edge research areas such as artificial intelligence, robotics, bioinformatics, and cybersecurity.
